Summary/ General Description of Job:
Responsible for the effective and efficient operation of the Quality Control (QC) Program. Independently administers the Quality Control Management Program and reports directly to the Program Manager regarding all matters related to quality. Measures performance and provides unbiased evaluation reports of contract services performed objectively and accurately to the Program Manager and the Government as required by the Performance Work Statements. This position has full authority to coordinate the rework of non-conforming work and has full responsibility for assuring performance objectives and standards in the contract are met.
Essential Duties & Job Functions:
Develop, implement, and revise a Quality Control Plan tailored to the contract and encompassing all facets of the operation.
Manage the personnel and resources of the Quality Control Office in an effective and efficient manner.
Conduct comprehensive quality training of employees designated as QC Representatives, and government/customer, as requested, in accordance with the Quality Control Plan.
Monitor and report on Contract Data Requirements Lists (CDRLS) submittals, and establish processes to ensure timeliness.
Conduct specified quality audits as required by the QC Plan or as directed by program management.
Develop checklists, internal work standards, inspection guides, and inspection schedules to ensure contract compliance.
Completes necessary inspection reports and documentation required to support findings.
Maintain automated and applicable hard copy files of inspection data and quality records of inspections. Verify and validate actions taken to correct identified deficiencies.
Assists in the preparation of project audit schedules, discipline activity plans for the QA function, and audit reports (internal and external), noting non-conformance, root cause analysis, and verifying effective corrective action.
Acts as a quality auditor and may follow-up on audit finding and corrective actions.
Inspects work in progress and finished work for discrepancies in accordance with the QC Plan and contract requirements.
Reports all issues, problems, accomplishments, and results of surveys, inspections, meetings, and observations relating to performance of the contract to the Program Manager.
Applies advanced knowledge of quality assurance principles and practices to a broad range of project assignments.
Communicate at all levels of Company and Government to promote Quality Control.
Plans and executes a wide variety of technical and administrative assignments; effectively communicates with department and project personnel regarding quality assurance policies and procedures.
Performs related work as assigned.
Bachelor’s Degree in a Quality, Science, or Business related field from an accredited institution. Four (4) years related experience may be substituted for the degree requirement.
At least three (3) years experience in managing a Quality Control Program and facility equipment inspections for a services contract, including contract surveillance.
Working knowledge of plumbing, carpentry, pipefitting, electrical, and general construction activities.
Skill in the use of MS Office Word, Excel, Outlook, and PowerPoint.
Knowledge of statistical processes required to measure quality in a maintenance, repair, construction, and operations environment, and ability to produce appropriate documentation depicting status of quality throughout the program.
Must have valid state driver’s license with acceptable driving record pertinent to the position.
Ability to successfully pass a pre-employment physical, background check and drug screen.
Possess excellent written and verbal communications skills, as well as a thorough knowledge of
operations and maintenance service contracts.
Experience using database applications such as MAXIMO.
Experience using web based applications such as SeeSOR.
