Description: The candidate will Perform Program Protection duties for various programs out of CMDS. Will provide direct support under the guidance of the Security Manager to all program product offices. This position requires a comprehensive understanding and ability to implement Technology and Program Protection requirements as defined in Chapter 13 of DoD 5000.02, AR 70-77. The candidate will also provide Defense Export Feasibility (DEF) support for the CMDS Program Office. This support will provide needed modifications and updates to successfully export the IFPC system as a case for Foreign Military Sale (FMS).
Duties and Responsibilities:
Major duties and responsibilities include the following: (a) Identification of Critical Program Information (CPI) and Critical Technologies, (b) conduct Supply Chain Risk Analysis, (c) Threat/Vulnerability/Risk Analysis, (d) Coordination of Anti-Tamper Implementation and oversite. Additional duties may include the following:
Development of Program Protection Plans
Conduct and support system documentation reviews and/or Technical Interchange Meetings (TIMs)
Serve as Program Lead for Critical Program Information (CPI) Assessments
Mission Criticality Assessments
Conduct Threat, Vulnerability and Risk Analysis
Lead effort to identify appropriate countermeasures to mitigate system vulnerabilities
Support Anti-Tamper (AT) Assessments and AT Plan Development
Support AT Verification & Validation
Coordinate and lead Supply Chain Risk assessments
Development and Maintenance of Security Classification Guides (SCG)
Development and Maintenance of Operational Security (OPSEC) Plan
Develop Technology Assessment / Control Plans to support Foreign Military Sales (FMS) activities as required
Develop Delegation of Disclosure Authority Letters (DDL) to support disclosure decisions and Foreign Military Sales activities as required
Working knowledge of DoD instruction S-5230.38 – Low Observable (LO) and Counter Low Observable (CLO) Program
Support the conduct of detailed assessments of a IFPC Systems of Systems
Major End Items (MEIs).
Executing systems engineering analyses focused on assessment of the
interfaces between MEIs and identify potential issues for interoperability
with export variants of other MEIs; e.g., existing mission command (IAMD
Battle Command System [IBCS]) and export variants; existing sensor (Sentinel
Radar) and export variants; existing interceptor (AIM-9X Block II) and
export variants; and Multi-Mission Launcher (MML).
Assisting in the identification of NRE Recoupment, Buy-Down Cost for IFP MEIs and export variants.
Assist in the identification of recommended changes to IFPC hardware (HW), software (SW), and MEI system interfaces needed to reduce / mitigate risk or
potential compromise of critical information (CI) or sensitive technology in
Contribute to the identification of potential design alternatives for IFPC
necessary to achieve export objectives.
Support and help identify differential capabilities or protection measures
to ensure IFPC HW, SW, technologies, and performance capabilities are not
Assist in the preparation and presentation of DEF In-Progress-Reviews, briefings and final reports.
The successful candidate must be able to interact successfully with personnel from all branches of the military, government civilians, contractors and engineers. Supported acquisition activities range from concept exploration, related research and development projects, design and development through test and evaluation, fielding, advanced technology demonstrations, military exercises, and technology insertions into operational weapon systems.
Qualifications: Previous experience with the duty items mentioned above with emphasis on: Previous Weapon systems hardware and/or software experience. Experience with Air Missile and Defense Systems. Ability to lead working groups. Threat, vulnerability, and risk assessment experience. Anti-tamper assessment experience. Experience with development of Secure Classification Guides and Security Plans. Foreign Military Sales experience. CPI assessment experience.
Currently holds an active Top Secret Security Clearance. SCI eligibility
